SMARDEN PARISH COUNCIL

MINUTES OF THE MEETING January 2017

 

Present: John Lowings, Mark Wilson, Sarah Ellison, John Atkins, Jocelyn Craig, Gill Bromley, Pete Watts, Brian Bristow, John Atkins, Cliff Ridley, Geraldine Dyer and Catherine Stanley (Clerk).

3.         MINUTES OF THE MEETING HELD ON 12th DECEMBER 2016

The minutes of the meeting of 12th December 2016 were agreed and signed by the Chairman and publication on the website agreed.

4.         MATTERS ARISING

Brian advised that he has spoken to Wealden Wheels and that they are happy to send a representative to speak to the Parish Council in respect of the work that they do. It was agreed to meet them at either the February or March meeting.

There remains the vacancy for the Parish Council representative at Wealden Wheels.

5.         PLANNING

Proposal: Outline application for residential redevelopment of the site for 8 dwellings, including access, parking and landscaping with all matters reserved.

Location: Land north east of Barkley OS Parcel 1300, Burnthouse Lane, Smarden, Kent

Comments: SPC continue to support the emerging Local Plan which allows for up to 25 houses in the Parish till 2030, and other strategies as published.

Proposal: Conversion of agricultural barn to form residential dwelling and conversion of curtilage listed buildings to garaging and ancillary accommodation

Listed building consent for the conversion of agricultural barn to form residential dwelling, fenestration, inclusion of first floor level and provision of flue; conversion of curtilage listed buildings to garaging and ancillary accommodation

Location: Agricultural buildings at Hegg Hill Farm, Smarden Bell Road, Smarden

Comments:  This proposal must be looked at carefully by all agencies to ensure that any conversion is in sympathy and retains the integrity of the important threshing barn and listed building.  Minimum disruption to façade and external elevations.

Proposal: Prior approval of proposed change of use of an agricultural building and land within its curtilage to a dwelling house and associated operation development

Location: Hawthorns, Shenley Road, Smarden Kent TN27 8PS

Comments: Object. This is not an agricultural building and site has been used for the keeping of horses.

6.         STRATEGIC PLAN

John Atkins expressed a wish to establish what the Parish Council’s priorities are and who is responsible for them. It was agreed that at the next meeting the Parish Council would discuss the top three priorities.

7.         COMMUNICATIONS

Gill suggested that in future the Agenda should show ‘Parish Magazine and Communications’ as this will include any publications or communications on the Parish Council website and or Facebook.

8.         BUDGET

It was agreed to increase the Precept from Ashford Borough Council by £1500. This will in part cover the repair works to the Playground.

9.         COMMUNITY ASSET REGISTER

Catherine confirmed that the application to apply for the Post Office to be listed as a Community Asset has been submitted to Ashford Borough Council.

10.       BURIAL GROUND

Mark reported that he has cleared the bonfire and the excess soil heap and that the ground has been levelled.

John thanked Mark and Cliff.

It was agreed to discuss a planting scheme at the next meeting.

11.       CORNES MEADOW and THE MINNIS

Catherine advised that she has instructed Wicksteed to carry out the repair works to the Playground.

John advised that he has received email correspondence from a concerned Parishioner about an individual who has been flying a drone over The Minnis and Cornes Meadow. It was agreed that this type of activity must not be allowed to happen. It was further agreed that the Parish Council would consider creating a bylaw to prevent this happening on all land owned by the Parish Council. Catherine was asked to prepare an article to be placed in the Parish Magazine and this would then be published on Facebook.

12.       HIGHWAYS and SPEEDWATCH

Jocelyn reported that she still has not received any more offers of help with Speedwatch.

Brian reported that the potholes in Snughorne Lane have been repaired. He is also in communication with the Highways Department about possible improvements to the Shenley Road cross roads where there was recently a serious accident. The lines need to be repainted and the signage is inadequate.

13.       CORRESPONDENCE

Catherine was asked to send a letter to a resident in Ashenden to request that the parking of vehicles under their control be improved.

14.       FINANCE

14.1     Accounts – Catherine presented the monthly account for December and presented the items of expenditure for January which were approved.

14.2     Application for grants –

None

Mark was asked to give a summary of the roles of the Dadson and Jacob Turner Trust at the next meeting.

15.       ITEMS FOR PARISH MAGAZINE

Items for the Parish Magazine were agreed and it was further agreed.

16.       REPORTS OF MEETINGS ATTENDED/FORTHCOMING MEETINGS

John advised that he had recently attended a meeting at the School to mark Stephanie Atkins retirement as Chair of the Governors. He commented that it was an enjoyable occasion and that he was very impressed how well disciplined the children were.

There is a KALC Local Committee Meeting on 18thJanuary at 7.30pm if anyone is free to attend.

14.       ANY OTHER BUSINESS

Mark advised that he has taken delivery of the toughened glass for the Phone Box in The Street.

Catherine was asked to contact Southern Housing in respect of a vehicle parked in the garden of a property at The Oaks.

John is to speak to Carl Adams in respect of the gate at the Minnis.

There being no further business the meeting closed at 9.10pm.
