SMARDEN PARISH COUNCIL 

MINUTES OF THE MEETING 9th MAY 2016

Present: John Lowings, Mark Wilson, Jocelyn Craig, Gill Bromley, Cliff Ridley, Pete Watts, Brian Bristow, John Atkins and Catherine Stanley (Clerk).

1.         ELECTION OF CHAIRMAN AND VICE CHAIRMAN

Catherine asked for formal nominations for the role of Chairman.  John Lowings was duly elected having been nominated by Brian Bristow and seconded by Cliff Ridley. Cliff Ridley proposed Mark Wilson as Vice Chairman and this was seconded by John Lowings.

4.         MINUTES OF THE MEETING HELD ON 11th APRIL 2016

The minutes of the meeting of 11th April 2016 were agreed and signed by the Chairman and publication on the website agreed.

6.         PLANNING

Location: The Cloth Hall, Water Lane, Smarden, Kent TN27 8QB

Proposal: Demolition of extension and erection of a single storey rear extension.  Reinstatement of principle entrance door and infilling of current doorway, replacement of external timber ladder and amendments to existing wall.

Comments: Object to extension although amended drawings are considerably improved on first drawings.  However the size is still too big and overbearing to the overall size of the house.  The extension will have the effect of dominating the rear and side views of the house.  We would also like to see what materials will be used to extend the wall and what sort of gate will be put in.  As before leave the door and ladder to ABC Conservation Department.

7.         REVIEW OF PARISH COUNCILLORS’ RESPONSIBILITIES

It was agreed that this would remain unchanged

8.         REVIEW OF ANNUAL PARISH MEETING

It was agreed that next year John will wear a clip-on microphone and that there will also be a roving microphone. Speakers will be asked to stand.

It was also agreed that the Agenda will be presented in an overhead projection format. It was further agreed that no paper copies of the Minutes will be placed on chairs as in previous years as there is an excessive amount of wastage.

It was agreed to place a reference in the Parish Magazine directing Parishioners on who to contact in the event of an imminent breach of planning legislation that requires an immediate response.

9.         BURIAL GROUND 

It was agreed that provision needs to be made for removing the excess soil from the Burial Ground.

10.       EMERGENCY PLAN

Gill advised that there is to be a meeting with Ashford Borough Council soon and that here is also due to be a meeting with the Environment Agency on Friday when the final version of the plan will be presented.

11.       CORNES MEADOW and THE MINNIS

Pete reported that the Minnis is now drying out.

12.       HIGHWAYS

Brian reported that he is in email correspondence with the relevant departments to deal with those highways points raised at the Annual Parish Meeting.

Jocelyn indicated that she was prepared to take on Speedwatch for the Parish. She has been in contact with Paul Moorey and he is happy to help. He will contact the Speedwatch co-ordinator.

Brian reported that the gateways do not need cleaning.

There has been a proposal to plant oak trees close to the Water Lane gates. It was agreed that whilst this appeared to be a good idea the Parish Council do not have the authority to grant any permissions.

Items for the Parish Magazine were agreed.

It was noted that there appears to be Japanese Knotweed growing on land belonging to the owners of The Cloth Hall.

Comments:  Query re address as application is in the name of Canal Game Farm which is in fact The Acorns.  SPC to object as this is inappropriate development in the countryside in particular the four separate drives off the main drive and separate fencing dividing the field up.  Why is this required on what is essentially farm land.  No information provided.  ABC we understand have asked their ‘farming expert’ why this might be required and we await clarification.  If this is not required then SPC would like it to go to Committee.
