SMARDEN PARISH COUNCIL 

MINUTES OF THE MEETING 14th MARCH 2016

Present: John Lowings, Mark Wilson, Gill Bromley, Cliff Ridley, Pete Watts , Brian Bristow, John Atkins, Geraldine Dyer and Catherine Stanley (Clerk).

3.         MINUTES OF THE MEETING HELD ON 8th FEBRUARY 2016

The minutes of the meeting of 8th February 2016 were agreed and signed by the Chairman and publication on the website agreed.

5.         PLANNING

Proposal: First floor extension at side and new entrance porch

Proposal: Erection of two storey side and rear extensions and replacement dormer window in side elevation,  Alterations to existing roof and fenestration to front elevation.

6.         ANNUAL PARISH MEETING

Catherine confirmed that she has contacted the relevant people to ask that they speak.

The Agenda will be published in the Parish Magazine.

7.         BURIAL GROUND

Mark advised that he has been to the Burial Ground and adjusted the gate.

It was noting that a skip is needed to remove the contents of the old bonfire.

It was agreed that Catherine would in future ask all gravediggers to leave the graves ‘mounded’.

8.         QUEEN’S 90TH BIRTHDAY

Gill advised that she has been involved in the discussions for marking the celebration of the Queen’s 90th birthday. There was a lengthy discussion as to whether the beacons should be lit. It was eventually decided that they would not be lit.

There was a request for the Parish Council to donate £100 towards the cost of printing a leaflet promoting the celebrations. Catherine pointed out that there have been a number of additional expenses this year with have meant that in excess of £700 has been spent over budget. There was a lengthy discussion and it was agreed the Parish Council would donate £100 towards the cost of the printing.

9.         EMERGENCY PLAN 

Gill advised that she is hoping that the Emergency Plan will be signed off by the time of the Annual Parish Meeting. Gill went through the overarching plan and emergency response team. It will contain a list of external organisations and community organisations together with a list of the vulnerable residents, a list of volunteers (and their skills set) a list of equipment and a list of transport.

There will also be a flood plan that the Environment Agency will use.

John thanked Gill and Jocelyn for their efforts.

10.       THE MINNIS and CORNES MEADOW

Pete reported that the ground is still very wet.

There is a hole in the Minnis hedge which is now being used as an access opposite East End Cottages. It was agreed to put stakes in and plant it up as soon as possible.

11.       HIGHWAYS

Brian reported that for potholes to be repaired they need to be 50mm deep. Brian has asked that a representative from KCC Highways come out and inspect the potholes.

12.       CORRESPONDENCE

Brian has had a letter from a Parishioner advising of large lorries entering the centre of the village.

13.       FINANCE

13.1     Accounts – Catherine presented the monthly statement and the items of expenditure for March which were approved.

13.2     Application for grants –

None

14.       ITEMS FOR PARISH MAGAZINE

Items for the Parish Magazine were agreed.

Brian advised that at a recent Headcorn Airfield meeting he was advised that on 13th/14th August there will be a display of the Red Arrows and the Battle of Britain of Memorial Flight at the Combined Ops taking place that weekend.

15.       REPORTS OF MEETINGS ATTENDED/FORTHCOMING MEETINGS

15.1     There is a forthcoming Chairman and Annual Councillors Conference in July.

15.2     Nothing to report.

16.       ANY OTHER BUSINESS
