SMARDEN PARISH COUNCIL 

MINUTES OF THE MEETING 11th JANUARY 2016

Present: John Lowings, Mark Wilson, Pete Watts, Jocelyn Craig, Sarah Ellison, Brian Bristow, John Atkins, Geraldine Dyer and Catherine Stanley (Clerk).

3.         MINUTES OF THE MEETING HELD ON 14th DECEMBER 2015

The minutes of the meeting of 14th December 2015 were agreed and signed by the Chairman and publication on the website agreed.

4.         MATTERS ARISING INCLUDING THE RECENT COMMUNICATION FROM GLADMAN DEVELOPMENTS LTD

The Councillors discussed the Parish Meeting which had just taken place. It was agreed to try and establish whether the instigation of a Parish Plan would delay the production of the draft Local Plan. It was agreed that Sarah and Geraldine would speak to representatives at Ashford Borough Council to try to establish what provisions are to be made for Smarden in the draft Local Plan. The Parish Council feels that it has exceptional circumstances for asking this question. Once this information is to hand it will enable the Parish Council to make a more informed decision on Planning Matters.

Catherine was asked to prepare a strong letter of objection in respect of the recent planning proposal to be sent to Gladman Developments incorporating the points which had been raised at the Parish Meeting. Copies are to be sent to Cllr Charlie Simkins, Damian Green MP, Ashford Borough Council and Cllr Dyer.

Sarah is to speak to Ashford Borough Council to try to establish if it is possible to obtain a written explanation for the procedure for producing a Neighbourhood Plan and how it relates to the emerging draft Local Plan.

Comments: Comment that we are pleased that original concerns have been overcome and this is no longer considered a mobile home/temporary accommodation.  SPC would like to see this family continue on this farm within the village. GD will take to Committee if ABC minded to refuse.

Comments: No objection in principal but attach 106 agreement and tie properties in perpetuity.

5.         BUDGET

It was agreed to increase the Precept by £2270 which is the amount of the cuts imposed by Ashford Borough Council but the reduction in the Concurrent Functions Grant, the Council Tax Support Grant and the abolition of the Street Cleansing Grant. Catherine was asked to submit the request to Ashford Borough Council.

6.         FINANCE

6.1       Accounts – Copies of the accounts for December were presented and the items of expenditure for January were approved.

It was agreed to accept Landscape Services quotation for mowing The Minnis and Cornes Meadow in 2016.

6.2       Application for grants –

None

7.         ITEMS FOR PARISH MAGAZINE

Items for the Parish Magazine were agreed.

8.         ANY OTHER BUSINESS

Gary Mitchell explained that he had read the Skate Park Inspection report and that he felt that the equipment was not as poor as had previously been thought. He has also inspected the equipment and reported that in his opinion the Skate Park has some ends which need sealing. He is going to look into this and establish how this can be fixed but he hoped that it would not be too expensive. John thanked Gary for this.
